R’ Yitzchok Elchanan Spektor zt”l (Be’er Yitzchok) would say:
“Dovid Hamelech wrote: 'תורת ה' תמימה משיבת נפש' (תהלים יט-ח) - ‘The law of Hashem is perfect, comforting the soul.’ Likewise, the Torah tells us: 'תמים תהיה עם ה' אלקיך' - ‘Be wholehearted (perfect) with Hashem, your G-d.’ The connection between the two teaches us that 'ישראל וארייתא חד הוא' - Bnei Yisroel and the Torah are one. Just as a Sefer Torah is invalid if even one letter is missing, so too, Bnei Yisroel is incomplete when even one Jew strays from Torah.”
