R’ Levi Yitzchok of Berditchev zt”l (Kedushas Levi) would say:
“The Yom Tov of Shavuos is the only Biblical festival in connection with which the Torah does not command that a Korban Chatos - a sin offering, be brought. For on Shavuos, the day on which the Torah was given and received, every single Yid is in the category of a Ger Tzedek - a righteous convert to the Jewish religion, who is considered to be as ‘a young child who is just born.’ Just as a newborn infant is without sin, so too are the Jewish people without sin on Shavuos.”
