R’ Shimon Schwab zt”l (Ma’ayan Beis Hashoeva) would say:

“Why does the Torah mention 'כל מצות ה'' by 'וזכרתם' and not by 'ועשיתם', whereas in the second pasuk, it says 'כל מצות ה'' by both? Since no one can do every one of the taryag mitzvos - some apply to a kohen, king, etc - and still we learn all of them, thus the first pasuk, 'וזכרתם' refers to remembering and learning, which can be 'כל מצות' but not 'ועשיתם'. In the second pasuk, 'ולא תתרו אחרי לבבכם' it applies to everyone, whether remembering or doing. There, it refers to 'כל מצות ה''.”
