Lubavitcher Rebbe, R’ Menachem Mendel Schneerson zt”l would say: “'ארה לי את העם הזה' - It is interesting to note that the people who Bilaam wanted to curse were those who were unprotected by the clouds of glory (ענני הכבוד), as the Meforshim explain on the posuk, ‘He saw the furthermost part of the people.’ The clouds of glory protected all the Jewish people except those impure or spiritually blemished. Nevertheless, Hashem’s great love for the Jews, even these Jews, caused Him to reverse Bilaam’s intention and transform his prophecy into blessings.”
